STATE AUDIT OFFICE OF GEORGIA

Cooperation with the USAID 2019 – 2022 13 September, 2022

The USAID, in the scope of the Memorandum of Understanding with the SAO concluded in 2019, in collaboration with the US Government Accountability Office (GAO) performance audit direction and institutional development has been strengthened.

Achieved results:

  • The GAO Center for Audit Excellence CAE strengthened performance audit findings and recommendation impact assessment system by mentoring performance pilot audit Distance Learning at Public Schools.
  • 8 performance audit trainings have been conducted for 21 auditors.
  • The SAO purchased the audit management specialized software (AMS) licenses covered by the USAID.

Current and planned activities:

  • With mentoring support of the GAO, performance audit - Agro Insurance State Program Development and Management and performance audit - Professional Development of Human Capital in the Health Care System.
  • Experience sharing in ethics and integrity.

Having fully complied with USAID audit quality requirements SAO has become the USAID auditor organization in the South Caucasus listing the SAO auditors in the eligible group of auditors that marks high credibility of the office. Since 2019 SAO has conducted the following financial audits in the scope of the Government to Government Program (G2G) 2019 – 2022:

  • Financial audit of the 2018-2019 Domestic Violence Reduction Project implemented by the State Fund for Protection of Victims of Trafficking (see: State Fund for Protection and Assistance of (Statutory) Victims of Human Trafficking, The Reduction of Domestic Violence in Georgia, Independent Financial Audit Report (sao.ge).
  • Since 2022, the SAO has started to conduct financial audit of LEPL National Food Agency “Plant Safety Systems Initiative”.
