The project primarily fostered fundamental institutional transformation technologically of the SAO. The project was implemented by international experts from the World Bank and the joint group of partners (SIDA, DFID, Koninkrijk der Nederlanden) in the framework of the Public Sector Financial Management Reform Support Project (PSFMRSP) in Georgia.
Project Outcomes:
- The legal framework was updated.
- The 2009-2012 development strategy was adopted.
- The human resources management system was upgraded.
- Professional capacity of the office in various areas of auditing was developed.
- Audit methodologies have been updated in accordance with international standards.
- A training module on financial audit methodology based on international standards has been developed.
- The SAO has been equipped with modern consumer and network infrastructure of information technologies.
- IT security (Licensed Office Software) was provided.
- The 4-month International Auditor Fellowship Program of the US Government Accountability Office (GAO) was attended by three staff members.
- Representation of the SAO at the International Organization of Supreme Audit Institutions (INTOSAI) and its regional organizations of EUROSAI, ASOSAI and its working groups was supported.
- Workshops were hosted to enhance qualifications by international and local experts.
