Article on international audit on floods featured in the EUROSAI Newsletter  22 December, 2021

An article on the findings and recommendations of the International Flood Management Audit, with the involvement of the State Audit Office, has been published in the newsletter of the Working Group on Environmental Auditing (WGEA) within the the European Organisation of Supreme Audit Institutions (EUROSAI).

The common idea of the SAIs, which have joined their forces to participate in this internationally coordinated audit, is to fully prevent flooding through implementation of preventive measures that can significantly mitigate their harmful effects on the environment and save people’s lives of citizens.

SAIs of Georgia, Belarus, Poland, Serbia, Turkey, Ukraine, and the European Court of Auditors ECA evaluated effectiveness of the flood risk management in the respective river basins of their countries, the efficacy, legality, timeliness and completeness of the relevant management decisions, as well as cost-effectiveness of the allocated funds.

The SAIs based on the national audit findings and taking into account the findings of ECA, have elaborated almost 10 common recommendations. In particular the SAIs recommend their governments to take appropriate measures to create, develop and operate flood forecasting and protection systems; Set up specific policy goals related to flood protection, action plans and programmes; Ensure harmonization of the national laws to the EU legislation; Ensure co-ordination among responsible authorities for conducting flood protection measures, exchange of necessary data and information; Take necessary steps to develop flood risk management plans; improve flood forecasting system, and to use geospatial planning methods to manage flood risks.
