ACTING AUDITOR GENERAL NINO LOMJARIA HELD MEETING WITH REPRESENTATIVES OF NGOS 13 September, 2017

On September 13, Nino Lomjaria, Acting Auditor General of the State Audit Office met with the representatives of NGOs within the framework of the Provisional Consultative Commission working on the Transparency of Political Finances and Monitoring of Legality.

At the meeting, the problems and tendencies identified in the pre-election campaign monitoring process of the local self-government 2017 elections were discussed. The civil sector was informed about the donations received by political parties from July 1 to September 12, the applications received by the State Audit Office and the activities carried out by the Financial Monitoring Service of the Political Parties.

  • Donations

According to the State Audit Office, from 1 July to 12 September, parties have received the following donations:

Information about the donations made in July and August and the income of 225 individuals and 14 legal entities has been requested. At this stage, the information regarding 101 people was received from the Revenue Service of Georgia. Based on the letters sent to legal entities, information on the revenue of 2 companies has been obtained.
Based on the donations carried out in August, 14 individuals from 101 have been summoned to questioning and according to the State Audit Office, the results based on the information received from the Revenue Service causes question marks. The purpose of the summoning is to provide additional information to verify the lawfulness of their donations. 6 individuals of the "European Georgia" (in total 60 300 GEL), and 8 individuals of "Georgian Dream" (in total - 240,000 GEL) are summoned for questioning.

  • Received applications

Two applications submitted by election subjects are received by the State Audit Office:

    • Statement of the Tbilisi Mayor independent candidate Aleksandre Elisashvili, about the misinformation of the financial campaign of his candidacy spread through Facebook pages;
    • Statement of the United National Movement about the existence of "Georgian Dream" advertising posters on mini-buses during the 2016 parliamentary elections.

The State Audit Office has studied received applications. Presentation of the relevant information was assigned to the "Georgian Dream" as well as to "Tbilisi mini-bus" LLC.

  • Penalties

The Financial Monitoring Service of Political Parties fined the Labor Party and political movement "Freedom - Zviadi Way" with 2000 - 2000 GEL due to lack of information on cash flow.
