The International Organisation of Supreme Audit Institutions (INTOSAI) congress, which consist of 192 institutions, is INTOSAI’s highest decision-making body. The congress is being implemented once in three years and gives its members the possibility to share professional experience, adopt new standards and cooperate at regional level.
At this year’s congress, which was held on December 5-11, in Abu-Dabi, INTOSAI’s members adopted Abu-Dabi Declaration by majority of votes, which underlines two key points: (1) UN 2030 perspectives to increase SAIs contribution in implementation of sustainable development goals, what includes good governance and strengthening the fight against corruption; (2) Professionalization -- what can promote INTOSAI\'s credibility to become a more prominent international organization.
At the congress, SAO representatives provided information regarding the audit findings on public debt management and also shared experience on importance and challenges of introduction of public debt audit directions. For instance, in 2014-2016, the SAO carried out three performance audits: 1) Public debt management performance audit; 2) Performance audit of loans management issued at the expense of the foreign credit resource management and (3) Performance audit of e-system of public debt management.
