Legal Department

The main task of the department is to provide legal support to the activities of the State Audit Office.

Within its competence, the department:

  • Works on the improvement of the statutory basis of the activity of the office (prepares drafts of legislative and subordinate normative acts, implements legal expertise of submitted draft normative acts);
  • Assures preparation of individual administrative-legal acts, agreements and drafts of memoranda;
  • Provides legal consultation to other structural units of the office;
  • Provides legal support for administrative proceedings related to complaints / statements on audit reports and other matters;
  • Provides legal support for filing motions to the court in order to require information for conducting an audit, as well as for administrative proceedings in case of interference with the audit activity;
  • Ensures the exercise of representative authority in the judiciary and other administrative bodies.

Head of Department

Nato Zaalishvili has been working at the State Audit Office since 2008 and heads the Legal Department. As the head of the department, she has been actively involved in improving the statutory basis of the State Audit Office's activities and institutional reforms implemented over the years.

Prior to joining the State Audit Office, in 2004-2008, Nato Zaalishvili worked at the Office of the Legal Issues Committee of the Parliament of Georgia, where she served as senior specialist, then leading and chief specialist, and finally chief of staff. In 2006-2007, she was a specialist in the Interim Fact Finding Commission of the Parliament investigating the mass deportation of Georgian citizens by the Russian Federation.

In 2004, she worked in the Ministry of Internal Affairs Reform Agency, where she served as a legal adviser.

Nato Zaalishvili holds a Master's Degree in Law from Tbilisi State University in 2003. She has passed numerous vocational training and programs both in Europe and in the USA.

She speaks English and Russian besides native Georgian.
